I thought Golconda was a "higher" state in the nWoD too...I remember the books being quite general about it and leaving a lot open for interpretation, though.
Yeah, Golconda is "officially" given as get to minimum Humanity 7, go on crazy quest, if you fail you fail. But they do leave it open, and say it could be almost anything, up to and including a complete fabrication made up by desperate, moral whiners who want an illusion of hope to cling to. (Don't let Pearl hear about it. ;)
Which is, incidentally, why I didn't say that this was the nWoD version of Golconda, but rather just the definition of Golconda being used for our game. Or possibly one of them, at any rate.
