Virgina bans any "partnership contract or other arrangements that purport to provide the benefits of marriage."

They are deeming that any same-sex civil union from other states will be considered null and void.

Here is the Virginia court's explanation for this.

And, quoted from edq in harukami's journal:

[F]ailing to recognize them means that the state is in violation of Article IV, Section 2 of the United States Constitution, which states that "Full Faith and Credit shall be given in each State to the public Acts, Records, and judicial Proceedings of every other State." (Okay, so "non-traditional marriages" are exempt, according to the Defense of Marriage Act - but one of the big beefs in this debate is the difference between marriage and civil union, so Virginia is actually exceeding the bounds of the privileges granted to them by DOMA.)
