Atherton wants a conclave... he tried to arrange White's death. Notice how he pushed the Prince to make a decision about everything involving the Brujah: Trent's fate, Jade's attack on Vic... Sapphire's starting to bemoan his lack of humanity. By whispering in White's ear all the Brujah scandals, he sets up White to be the spokesperson of the "Brujah are bad" front.

Sapphire frenzies a lot. White's being beligerent to a ticking timebomb.

Therefore: Atherton was manipulating White into being killed by Sapphire, getting the Primogen council and Prince killed by a Conclave, leaving Atherton to take charge.
