Yeah, they did, which given that the Solars helped take down, you know, the PRIMORDIALS, is even stupider than it might have been. It also goes against the console-RPG heritage of the game; in FF7, Sephiroth blows up a star system to hurt you, and then does it again, in SMT 2 you kill God with the help of Satan and/or Lucifer. One measly dragon shouldn't have god NPC status.
